Waterproof!
Wadda Repellia is selling waterproof cloaks!
Natas reports finding a vendor for waterproof boots as well.

I've gotten a waterproof cloak. It looks the same as on the vendor. It can be dyed, bleached, or altered into a shirt. However, it didn't rain between the time I got it and when I had to head indoors again, so I wasn't able to test out what its waterproof abilities were.
