There are so many other unanswered questions, I've decided to open a new entry and new comments field.

A question of time: if exiles agree to allow Pogue Mahone to monitor the use of the portal, and move it when they see what they determine to be abuse, how will they manage to enforce this policy? Time will be a complication. I think it's fair to say that in every given 4 day period (IC), Pogue Mahone and Friends are only around for about 1-2 days. (OOC: 12 hours out of every 24 hours.) Who will monitor portal use during the other half of the time? Will it go unmonitored? Will that amount to a discriminatory policy? (OOC: For North Americans, PM enforces portal policy, while for the rest of the world it goes unmonitored?) Is Pogue Mahone going to appoint other monitors to keep an eye on portal use for those times they are not in the lands?

A question of qualifications: if exiles do agree that some sort of portal policy-enforcing organization is desirable and necessary, who will be selected? Why should Pogue Mahone be in charge of determining portal policy? And are they the clan or organization best suited for the job? Has Pogue Mahone satisfactorily convinced exiles that they are qualified for this position? I do not think it is an exaggeration when I point out that Pogue Mahone has traditionally been a clan that does not like to associate with other clans, and does not want to work together with other exiles. Yet now they seem to be claiming for themselves a position that will require diplomatic and administrative skills. Has Pogue Mahone shown exiles they have those sort of skills? Are there other clans with much more experience with working with others and organizing events, like Sun Dragon Clan or Winds of Dawn? Which of these clans do you think would more fairly and wisely monitor portal use? Does it need to be monitored?
